In the presence of the Vice-Chairman of the Human Rights Commission, Mr. Abdulaziz bin Abdullah Al-Khayyal, the Commission concluded in Riyadh today a specialized training workshop entitled "Respect for Human Rights in the Context of Combating Terrorism", in collaboration with the Office of the United Nations High Commissioner for Human Rights (OHCHR) and with the participation of specialists from inside and outside the Kingdom.
The workshop was aimed at enhancing knowledge of the international human rights instruments and the UN conventions related to countering terrorism, which have been ratified within the framework of the United Nations.
Several law enforcement agencies, including the Ministry of Interior, State Security, Defense, National Guard, the Judiciary, Prison Department and Public Prosecution, participated in the three-day workshop.
The first day sessions of the workshop entailed a review of the international legal framework for respecting human rights in the context of combating terrorism, definition of terrorist crimes and associated organizations, various methods of countering terrorist operations, and limitations on the use of force in this process. The second day sessions dealt with the obligations relating to the detention and method of treatment of individuals in accordance with the international human rights law and the corresponding interrogation and detention practices. The sessions of the third and last day dealt with emergency situations, derogable rights, and special investigation techniques.
The workshop was organized within the framework of the memorandum of understanding (MoU) signed between the Kingdom, represented by the Human Rights Commission, and OHCHR, in which it was agreed to prepare technical cooperation programs that include many activities. It also coincides with the Kingdom's efforts to alleviate the suffering of victims of terrorism through comprehensive and specialized programs.
